I think milk would work just as well! The only reason milk powder is in this recipe is so that you can prepare the mix to have on hand for when you need to make a cake. (Like boxed cakes such as Betty Crocker). Hope this helps!

Would it make a huge difference if it was made without the skim milk powder? I don’t have any on hand and was thinking of replacing the water with milk instead to make up for it.
